New FY-13 Submarine Admirals

In ALNAV 036/12, it appears the long-awaited Navy URL Rear Admiral (Lower Half) list has been announced. As near as I can tell, there were three Submariners selected, as follows:
Navy Capt. Robert P. Burke has been nominated for appointment to the rank of Rear Admiral (Lower Half). Burke is currently serving as Director, Submarine/Nuclear Power Distribution Division, PERS 42, Naval Personnel Command, Millington, Tenn.

Navy Capt. David J. Hahn has been nominated for appointment to the rank of Rear Admiral (Lower Half). Hahn is currently serving as major program manager, Submarine Combat and Weapons Control Systems, PMS-425, Program Executive Office for Submarines, Washington, D.C. (Acquisition Professional)

Navy Capt. Charles A. Richard has been nominated for appointment to the rank of Rear Admiral (Lower Half). Richard is currently serving as chief of staff, U.S. Strategic Command, Special Activities Atlantic, Norfolk, Va.
If you see any other Submariners on the list, please let me know in the comments and I'll update the post. Having only three Submariners put on a star is a fairly low number; we had four last year and five the year before that.

Bob Burke makes flag...a sad, sad, sad day for the Sub Force. Too bad he never got caught. But on the bright side, if he continues the same behavior we have a potential scandal to discuss on this site when he does get caught.

If you knew ADM (SEL) Hahn you would understand. He has worked overtime to remove “stupidity” out of PMS 425. Ralphie boy was a fat loudmouth POS from day one and the union backed him up 100%. Once you make tenure you have to kill someone to get fired. Glad to Hahn get his star.

Hahn is PMS425 Submarine Combat systems at PEO subs. Fat Ralph was BYG-1 Chief Engineer working for Hahn that got caught with his hand in the cookie jar to the tune of 10 - 20 million. Caused a company to pay him kickbacks for over 12 years or they wouldn't get follow on work. Company went under as Fat Ralph was walked off the Navy Yard by security and old to appear in Federal court in Providence the following Monday morning. This happened over a year ago and he just got re-indicted last week. Interesting reads on the indictments if you knew the players like I did.

Hahn made us hold the shipyard to much higher standards than they were used to. As a result, we didn't have any real fires, the boat was amazingly clean (Adm. Donald called us his Cinderella story), and just about everything worked right. We hated him, but looking back, I can't argue with the results.

That warrants a "Counseling Chit" at most. I have seen worse. Take it out of their pay and send them back to sea.

Only 3 Admirals and one is acquisition. Glad I am out. Chas Richard deserves to make it. As for Clark, there were a dozen others more worthy.... and just think how many were smart and retired because they saw this coming. Turns out the best guys were the guys who left. I know from experience. Heck when they made old Stuart Munsch Flag just because he was a Rhodes Scholar even though he was Navigator on the Jeff City that ran aground on a charted sea mount that says it all. When you made 6 Admirals a year you could hide guys like this but now they make up 50% of the selections.

Captain Chad Richard is as dirty as they come. Him and Richardson have screwed over so many good Sailors and Senior Enlisted Leadership. However, they shelter their crappy officers and have them ride desks. Karma Sucks. They will get theirs
